Phoebe is a Solicitor in the Professional Support Lawyers (PSL) Team, supporting the firm across the full range of UK immigration and nationality law. She undertakes complex legal and policy research, analyses legislative and policy developments and provides technical support to colleagues across the firm’s immigration practice.

A particular area of interest is UK immigration policy and its practical impact on individuals, families, employers and other organisations. She is involved in the firm’s engagement with the Home Office and government on significant developments in immigration law and policy, including the earned settlement reforms, changes to the Family route minimum income requirement, the extension of the right to work scheme and the digitalisation of the UK immigration system. This has involved preparing consultation responses, written submissions and briefings, contributing to stakeholder discussions and meetings, engaging directly with Home Office officials and raising issues identified through the firm’s practice.

She joined Laura Devine Immigration as a paralegal in 2022, before becoming a Trainee Solicitor in 2024 and qualifying as a Solicitor in 2026. Before joining the firm, she worked as a paralegal in asylum and human rights at Meliora Legal in Glasgow.

Alongside her professional work, Phoebe is a member of the Immigration Law Practitioners’ Association (ILPA) and was previously a member of the Migration Policy Scotland Migrant Lived Experience Panel. Her interest in immigration policy is informed by her international background and experience of navigating immigration systems in the UK and Canada, having lived in the US, Canada and the UK. She studied Political Science and History at McGill University in Canada, including a year of study at Durham University, before completing an LL.M in Human Rights at the University of Edinburgh Law School, graduating with Distinction. She has advanced proficiency in French.
